This chapter is about promoting further development.

First and foremost, these are the capabilities of people. The capabilities of an organization are centrally based on the skills of its employees. However, that is not the whole story.

On the one hand, it is important to bring the capabilities of employees “onto the street”. This requires the integration of the individual and collaborative aspects of competencies: the capabilities of an organization must be explicitly considered and correlated.

On the other hand, it is not just about “being able”, but also about “wanting”, i.e. alignment as the basis for autonomy and accountability as the basis for transparency and trust.
