Resource Fluidity vs. Resource Balancing

I am haunted by an old nemesis called “resource balancing” – sorry Uwe ;). The entire concept on a long time scale – let us assume 12 – 18 months makes no sense to me. How should I know what I am going to need in 3 months from now, when I am running an R&D program? Can you relate? The term Resource Fluidity is kind of nice to describe how adaptive an organization is: “Ecosystem resource fluidity is a measure of how effectively the entrepreneurial ecosystem is in using existing resources to create new opportunity.” (Click the link for the source.)
